It is immediately clear that there cannot be a monotonous or exponential relationship, because the numbers are not continuously increasing or decreasing. It is probable that the transformations are *3, then +9 and then /3.

The answer appears to be 36. However, with this type of exercise, you will sometimes see that the obvious answer is not among the possible answers. It is of course also possible that (for example) the following pattern applies.
